There is some truth in what actor Vijayakanth says. The allocation of 12 crores of Rupees to Tamil refugees in Tamil Nadu and the visits of the Ministers, besides India's loan of 500 crores of Rupees to Sri Lanka for rehabilitation of IDPs, are greatly appreciated. But on the other hand, how long can Sri Lanka government be trusted when Indian fishermen have been constantly attacked and arrested, and Tamils in Sri Lanka are subjected to endless harassment and torture. Majority of them were persecuted without any inquiry. The sugar-coated Terrorism Act and the Emergency Regulations have only lend support to the racist concept of lebensraum adapted by Sri Lanka. There is no transparency. On examining the expansion of the Sinhalazation, right from the beginning of the colonization of Minneriya-Kantalai area, followed by the Srima-Sastri Pact (by which more than 600,000 Tamils of Indian origin were deported to India) and allowing Kachchativu to Sri Lanka and eventually with the battle at the Vanni, the whole episode appears that the ethnic cleansing was a systemmatic and calculated act and the final solution of waging a war was a blueprint for the genocide of Tamils. What was surprising that the genocide of Tamils was further established by the denial of access of the international NGOs and the journalists to the internment camps where the internally displaced persons were confined, and more especially the ICRC which is one of the tools of the UN. Sri Lanka is encouraged to take this decision because of China's assistance which should be viewed as a challenge thrown to the operation of the UN. The vital issue is whether the Indian assistance to Sri Lanka Tamils will pave way for Tamils to live with honour and dignity as in a Federal State, and defeat the racist concept of lebensraum which paves way for the rising power of China to account as a New Asian Order and whether it would have any impact on the balance of power in Asia. These Tamil refugees are displaced persons who have crossed an international border on account of political persecution. While being in Tamil Nadu camps for years, surely some of them would have married the Indian citizens and settled. One should be grateful to India for giving international protection to such refugees who crossed the international border of a country without its permission. Since the number of the Tamil refugees had exceeded a considerable number, it may be described as a population transfer. History has shown that population transfer took place from time to time throughout the world on account of political turmoil especially after the 1st and the 2nd world war. The confinement of the IDPs in internment camps promotes a feeling and fear of marginalization and a fear of domination, at a time when journalists and NGOs are denied access, all of which raises that ethnicity becomes a dominant issue. This was something similar to the confinement of Germans in concentration camps after the 1st World War. China maintains silence on this dominant issue and even failed to pronounce the solution of Federalism, because its priority is to strength its superior power surrounding India in the Indian Ocean. The vital issue is whether the racist concept of lebensraum advocated by Sri Lanka paved way for the rising power of China to account as a New Asian Order and whether it would have any impact on the balance of power at a time when the Western Powers are concerned that Sri Lanka might slip from them to China. Against such a back ground, will India's spending of such huge sum of money, find a solution to end the threat to Indian fishermen's life when they have a right to fishing around Kachchativu., and whether the legitimate aspirations of the Tamils in Sri Lanka be achieved in conformity with the Indo-Sri Lanka Peace Accord. Consider the advantages of annexing the North East Provinces and forming as a Union territory of India, which has the force of the in flow of millions of dollars that are required for development, the construction and preservation of Ram bridge between Rameswaram and Talai-Mannar which is certain to stimulate further millions of dollars annually, check mating China's encroachment and strengthening India's security and enhancing its supremacy in the Indian Ocean and above all strengthening the friendship with the Western democracies. A comparison of the situation in Europe would reveal that the appreciating factor of the western democratic countries in respecting the human rights was seen after the First World War by the creation of new Nations such as Poland, Czechoslovakia, Yugoslavia. Recently the status of Kosova is a reminder to the Asian countries about the clumsy handling of the Tamil ethnic issue in Sri Lanka. Mention should be made of the European Union Rule of Law Mission in Kosova, which is a planned deployment of European Union Police. Therefore, will it not be better if a plebiscite is held in North East Province of Sri Lanka to find out the legitimate aspirations of the Tamils. I think it is time to reconsider its decision in the best interests of India. Further, if an Asian Union is to be formed along with the Asian democratic countries in the near future, the annexation of the North East Province should be a stepping stone, as there is already a hot signal that Sri Lanka is on its course of leaning towards communist China.
